This year Ohio joined other states in passing the third grade reading guarantee which states that a child will be proficient at reading before passing into 4th grade.
A huge frustration of fourth grade teachers (and beyond) is that students come to them with no adequate abilities to study the material they should learn. Often this continues to eight grade and into adulthood.
Ohio's guarantee provides for a number of remedial options to students who have fallen behind in reading.
