District-Wide Message Board for Parents

Does anyone know of this type of a communication system in operation? I would love to get parents and the community talking to each other in our district.
Often parents can't make board meetings, but they still have important ideas and solutions. I don't understand why the school districts aren't using internet message boards; they are such a fantastic resource!
Any ideas as to why this would or even wouldn't work?

Facebook is probably the best place to do this because that's where you'll find most of them, but ENGAGEMENT is the key because there's so much NOISE on Facebook as a result!
