Los Angeles Unified School District's Public School Choice program allows nonprofit groups, charter operators and teachers to submit turn-around proposals and then compete to run some public schools themselves. Now one group at Jefferson High School is starting to see some dramatic results. NBC LA's Kim Baldonado reports.
